Ludlow Neighborhood Block Watch

Dear neighbors,

Has anyone else noticed a subtle, but ever-present droning / fan noise that seems to be coming from the sugar plant or somewhere north of the Ludlow train station? I particularly hear it at night and it sounds like the constant noise of a distant leaf-blower, but clearly it is some large industrial noise coming from one of those plants along the river (I think). I've tried calling the sugar plant with no success, and I called the water treatment plant and they investigated but found nothing (I really think it's coming from farther north...).

So, I'm curious to know if others have heard this and have any ideas of who to call to track it down and get it to stop? I live on Franklin Ave and can hear it from inside our house at night, and also all over the neighborhood when I am walking our dog.
