I don't think a thief is likely to try squeezing through a just-big-enough hole in glass, because they'd be very likely to end up getting cut in the process. If the entire window wasn't cleared out, I'd be skeptical that anybody actually entered.
There's always the possibility of vandalism (or an intent to steal, but then not following through), but if it were a person that broke the window, then there should probably be a rock or something similar in your garage, that was used to break it. If you don't see something like that, your first guess that it was storm-related might actually be correct.

We found out that our garage window was broken (probably end of the last week). Initially we though it's due to high wind and falling branch, but after reading emails I'm pretty sure it not due to wind, since hole is closed to the ground and it's round, opening is small, but enough for kid /teen! I will take another look, but we don't keep anything valuable there.

I am sorry to say that I didn't get the name of the neighbor who told me that her garage was recently broken into, as well. I have made reports with the precinct. They said to be vigilant, and that there is little that they can do (which I found disheartening).
