Description
Application to construct a new multifamily apartment building. The site is located at the northeast corner of Riverdale Avenue and Culver Street, and across the street from the PEARLS Hawthorne School. Culver park is adjacent to the property on the east. This portion of the Riverdale Avenue corridor contains a mix of single-family, multifamily, and commercial uses, and the Ludlow Metro-North train station lies within a half-mile walk from the site. The site currently hosts a vacant one-story commercial building, which would be demolished.
The proposed development would be 11 stories, containing 105 affordable residential units (10 studios, 32 one-bedroom, 52 two-bedroom, 11 three-bedroom). The building lobby would be located in the basement level, which due to the terrain of the site is exposed along the Riverdale Avenue frontage. Resident amenity rooms would be provided on the first floor and rooftop. The main tower of the building would be located on the Riverdale Avenue side of the property, however the basement would extend to the rear of the site and host a 70-space parking garage and a bicycle storage room. Garage access would be provided from Riverdale Avenue. A surface-level parking lot, which would lie atop the basement garage level, would host 35 spaces, for a total of 105 parking spaces on the site. This lot would be accessed from a gated driveway connecting to Culver Street. An outdoor recreation area would also be provided atop the basement garage, and a dog walk area is proposed aside the building. Existing street sidewalks would be refurbished around the property, and new landscaping is proposed.
We note that SEQR Lead Agency status was not submitted for this application. Should the developer intend to apply for County affordable housing funding, the Westchester County Board of Legislators should be identified as an Involved Agency and supplied with Lead Agency notification.
Site Design
We note that the topography of the site requires the use of retaining walls along the Culver Street frontage, and that additional walls and a security gate would be installed around the parking lot. While we understand the desire for security in the rear parking area, we question the type of gate that is shown on the site plans, which is of a design that is more in line with a commercial or industrial yard rather than a residential area. The applicant and the City should seek to install a more aesthetic security gate to enhance the character of the neighborhood, especially as a park is adjacent to where the gate would be located.
We also suggest that the landscape plan be enhanced in order to provide more screening to the large blank retaining walls along the street frontage, as well as at the rear of the site to buffer the parking lot from the bark. The applicant and the City could also consider an alternative building desian that would locate additional at-grade residential units along the Culver Street frontage, in order to maintain activation along the street.
County Sewer Impacts
The proposed development will increase sewage flows from this site into the existing sewage infrastructure. This increased flow will add to the volume of sewage flow requiring treatment at a Water Resource Recovery Facility operated by Westchester County. Since 2010, it has been the policy of the County Planning Board that municipal governments should require applicants to identify mitigation measures that offset projected increase in flow, in order to comply with the County Environmental Facilities Sewer Act. The best means to do so is through reductions in inflow/infiltration (I&I) at a ratio of three for one for market rate units and a ratio of one for one for affordable units.
The County Planning Board further recommends that the City implement a program that requires inspection of sewer laterals from private homes for leaks and illegal connections to the sewer system, such as from sump pumps. These private connections to the system have been found to be a significant source of avoidable flows. At a minimum, we encourage the City to enact a requirement that a sewer lateral inspection be conducted at the time property ownership is transferred and any necessary corrective action be enforceable by the municipal building inspector.
Stormwater Management
As the proposed site plan includes subsurface stormwater quality and retention infrastructure, we point out that subsurface methods of stormwater management can be of diminishing effectiveness over time if not properly cleaned and maintained. We note that a Preliminary Drainage Report has been created. The City should ensure the continued operability of the stormwater management system into the future to prevent the system from being clogged with sediment, and in turn force a higher amount of stormwater runoff into the City's storm drain system. The applicant should also be encouraged to explore at-grade stormwater management solutions that treat runoff on-site wherever possible, such as using pervious paving, the installation of vegetative rain gardens, or rainwater harvesting systems.
